Village of Hinsdale Engineering Project Updates as of February 16, 2009
VEECK
PARK WET WEATHER FACILITY CONSTRUCTION UPDATE: Construction began on February
19, 2009. The contractor, John Burns Construction Company (JBCC), has completed
the Highland Road storm sewer, the screening building, the underground storage
tank, and related utilities. JBCC is working on installing the control hardware
and software, start-up of components, and operator training. The Wet Weather Facility
will be operational by the end of February 2010. Items to complete the construction,
such as the access road, final grading, and landscaping will be completed once
the warmer weather returns in the Spring 2010.
GARFIELD ROAD UTILITY
IMPROVEMENT PROJECT The 2009 road project provides significant utility
improvements for the Village. The combined sewer on Garfield Street between Eighth
and Fourth will be separated into sanitary and storm sewers. The existing sanitary
sewer between Ninth and Fourth will be lined. This will reduce the stormwater
flows to Flagg Creek Water Reclamation District, allow for future sewer separation
in surrounding portions of Hinsdale, and improve water quality in our local streams.
New water main will also be installed on Garfield Street from Ninth to 55th and
from Fourth to First, on First Street from Garfield to Park, and on Park Avenue
from First to Chicago. The following resurfacing will be completed: Resurfacing
of First Street between Garfield and Park Resurfacing of Park Avenue between
First and Chicago Resurfacing of Garfield Street between Ninth and First New
sidewalk on the east side of Garfield between Ninth and 55th The project has
been awarded $1.62M of American Recovery and Reinvestment Act (Federal Stimulus)
funds for the roadway improvements. The Village is also applying for additional
state loans for the sanitary sewer and water aspect of this project. The Federal
Stimulus Funding required additional reviews at IDOT and new bidding. Bids were
opened on November 6, 2009 and Swallow Construction was the lowest bidder. We
anticipate that the Garfield project will begin after April 1, 2010 and be completed
by mid-October 2010, weather permitting. Traffic: One lane of southbound traffic
will be available. However, due to safety concerns, the daily lane closures will
occur in the vicinity of the construction. Traffic will be re-routed around the
construction area. The southbond traffic lane will be uninterrupted in the evenings,
weekends, and holidays when no construction is taking place. Detour routes include
County Line Road and Grant Street (for downtown traffic only). (See the detour
map). No resident parking will be allowed on the street within the construction
zone at any time. Residents should plan to park on side streets when necessary.
The contractor may have vehicles parked in the construction zone during the day.
However, these will be marked appropriately. Unmarked vehicles parked in the construction
zone will be ticketed. The contractor will attempt to provide maximum access
to driveways on the construction route. The contractor will contact residents
the afternoon or morning prior to construction in front of a driveway to provide
time for residents to move their vehicles. Access to the driveway will be restored
at the end of the day at the latest. Residents should provide plans and locations
of any private utilities within the right-of-way (drainage pipes, irrigation systems,
invisible fences, etc.). Once the Village Engineering Division and contractor
receive this information, the contractor will attempt to avoid or minimize any
damage to the private utilities in the right of way. Per the covenant agreement
allowing private utilities in the right-of-way, it is the resident's responsibility
to repair or restore any private utilities in the right-of-way.
2010
RESURFACING PROGRAM CONSTRUCTION UPDATE: The Village is currently planning
road resurfacing operations during 2010. The roads to be resurfaced depend upon
availability of Village, State, and Federal Funds. We will provide more specific
information as it becomes available.
50/50 SIDEWALK PROGRAM The
Village has established a 50/50 Sidewalk Program to help keep the existing sidewalk
network functioning safely. This is an annual program that involves resident input
and cost sharing for replacement of dangerous sidewalk squares. For a sidewalk
square to qualify for cost sharing replacement it must be present a trip hazard
of at least ½". Sidewalk squares displaced by parkway trees are replaced
at Village expense. Residents may request additional sidewalk replacement, but
if it does not meet the hazard criteria the resident must cover 100% of the cost.
In the 2009 50/50 Sidewalk Program, 2260-linear feet of sidewalk were replaced.
The request deadline for the 2010 program is March 31st. Due to the IDOT approval
process, construction will likely be completed in June or July 2010.
OAK
STREET BRIDGE Coordination continues regarding alternatives to replacing
the Oak Street Bridge since it is nearing the end of its useful life. The Village
firmly believes that a grade separated railroad crossing is important to maintain
in the future. Given the existing condition and location of the bridge, there
will be several challenges that must be addressed early in the process. The Village
has already involved Burlington Northern Santa Fe Railroad, Illinois Department
of Transportation, Illinois Commerce Commission, and local legislators. The Village
is currently working towards beginning a Phase 1 study to evaluate the feasibility
of bridge replacement by identifying design constraints, environmental impacts
and cost. Developing a design, securing funding and constructing a project of
this nature can take several years. So, the process to replace the Oak Street
Bridge must begin now.
CLARENDON HILLS SEWER IMPROVEMENT PROJECT Flagg
Creek Water Reclamation District (FCWRD) began construction of their Clarendon
Hills Sewer Improvement Project on February 1, 2010. This project includes constructing
relief sewers in Clarendon Hills, a sanitary lift station at the southwest corner
of Hinsdale Avenue and Illinois Route 83, and a force main through southwest Hinsdale
to the FCWRD interceptor sewer on 55th Street. This project will benefit Hinsdale
residents by reducing the frequency of combined sewer overflows from the FCWRD
interceptor under Hinsdale Avenue. The contractor began construction on the lift
station February 1, 2010. They will begin construction of the force main through
Hinsdale in the Spring or early Summer. This force main will be "pushed"
under the roads which is a less intrusive construction method. The contractor
digs a pit every 400-500 feet. The pipe is then pushed underground between pits.
This creates less surface disturbance than the traditional method of digging an
open trench along the entire route of the force main.
